Introduction
A Perspective
The Employment Service in India came into existence, mainly under the stress of post war demobilization. Towards the end of second world war the need for a machinery which could handle orderly absorption in civil life, a large number of service personnel and war workers, who were about to be released, was keenly felt. Having regard to the complexity of the problem and in order to ensure uniformity in policies and effective co-ordination of efforts, it was considered necessary that the proposed machinery be directed and controlled by the Central Government. In accordance with a scheme, the Directorate General of Resettlement and Employment was set up in July 1945, and Employment Exchanges were opened in several parts of the country. With the partition of the country in 1947, the Employment Exchanges were called upon to deal with resettlement of a large number of persons, who were displaced. By 1948, in response to popular demand, scope of the service was extended to all categories of applicants. This transition of the Employment Service from a resettlement agency to an all India placement organization resulted in an enormous increase of work. From 1st November 1956 administrative control of the Employment Service was transferred to the respective states by the Government of India.
Set Up of Uttarakhand Employment Service
At present 41 offices are functioning under Employment Department in the State: 03 Regional Employment Offices, 10 District Employment Offices, 05 Town Employment Offices, 04 University Employment Information and Guidance Bureaus, 01 Special Employment Office for Schedule Tribes, 16 Coaching cum Guidance Centre, 01 Enforcement Unit and Directorate office.
Main Departmental Activities
- Registration and Placement of Job-Seekers in gainful employment.
- Providing Career Guidance to job-seekers who visit employment exchanges as well as to students of schools, colleges and universities.
- Enforcement of the Employment Exchanges (Compulsory Notification of Vacancies) Act 1959.
- Collection and compilation of statistics regarding Employment Market Information (EMI).
Employment Market Information (EMI)
This program envisages quarterly study of employment situation in the state. The information thus collected is analyzed, compiled and submitted to the Director General of Employment & Training, Government of India, Ministry of Labor, New Delhi and State Planning Board for formulating manpower scheme. This program helps in identifying the changes in the pattern of employment and occupations in the State and extent of shortages and surplus of various types of workers.
Enforcement of Compulsory Notification of Vacancies Act – 1959
With a view to ensuring proper compliance of the provisions of Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959, its main purpose is to acquaint and guide the employers both in Public and Private Sectors about the provisions and requirements of the said Act to notify all the vacancies to the nearest employment exchange.
Rojgar Prayag Portal
Rojgar Prayag Portal is developed for the procurement of human resources (outsourcing of human resources) through the GeM portal of the Government of India in the government departments and their subordinate institutions of Uttarakhand.
Job Fairs
Job Fairs are also being organized for Private Sector Employers so that more and more Job Seekers can be employed.
